1. Freepik
Freepik calls itself "the leading search engine for free vector images". Created to help you find free vectors, illustrations, icons, PSDs and photos for your projects, Freepik adds hundreds of new free vectors every day. You can download them in AI, EPS and SVG formats. There are now over a million free downloads of vectors and photos here
2. Vector4Free
The collection at Vector4Free isn't huge - just over 1,500 free vector images, much smaller than many of the other sites below - but the quality is pretty consistent and everything is tagged so you can easily find what you are looking for. All the vector images here are free for personal use, but please double check the license before using them for commercial projects.
3. FreeVectors
FreeVectors.net is a community of vector graphics enthusiasts created for members to share free vector graphics. The newly added vectors will be displayed at the top of the page. All of them are free for personal use and only a small part you need to pay for your commercial product.
4. Vector.Me
The team that built Vector.Me couldn't find a powerful and flexible enough search engine for their stock of free vector images, so they decided to create their own. With a database of more than 280,000 vectors constantly added, you can find here special materials for your designs that you won't find anywhere else.
5. FlatIcon
FlatIcon has over 107,150 free vector icons available in PNG, SVG, EPS, PSD and BASE 64 formats. That said, whatever type of vector icon you are looking for, you can find it. here.
The authors of 1001FreeDownloads have hunted and created a great repository of free resources for designers. With thousands of vectors plus original photos, brushes, gradients, PSD files, fonts and more, all for free, it won't take long to find the material you're looking for.
7. DryIcons
DryIcons is an aggregator site for web designers, offering over 5,000 high-quality web designs, vector icons in 77 collections, and over 1,700 other vector graphics for designers and develop. All are freely and freely copyrighted, both personal and commercial.

One of the largest communities of artists on the web, Deviant Art is a repository of free and useful resources in a variety of genres. However, finding exactly what you need in a mess is a tricky business. The Search bar and the Resources and Stock Images link tag will narrow down the area for you, and in the process you'll find lots of beautiful related images.
